**Northrop Grumman Mission Systems (NGMS)** sector is looking for a **Localization Program Manager 3** to support the Long Range Air Defense & Domestic Systems (LRAD & DS) organization onsite in **Elkridge, MD** . The primary objective will be to identify potential industry partners in foreign countries, primarily Middle East North Africa (MENA).

**What You'll Get to Do:**

Responsibilities include, but are not limited to:

+ Lead the internal vetting of potential industry partners.

+ Execute the export licensing necessary to collaborate with potential partners (including but not limited to DSP-5, MLA, TAA).

+ Develop and implement localization plans such as knowledge transfer, manufacturing capability development and training; and collaborate with the governing entities in individual countries (e.g. GAMI in KSA, Tawazun in UAE, etc.) to propose and negotiate localization/offset/supplemental agreements for the purpose of collecting localization credits applicable to future proposals to improve competitive positioning.

+ Cultivate relationships to develop opportunities within stakeholders.

+ Manage suppliers to meet program objectives.

+ Adherence to all internal processes, policies, and applicable industry standards.

+ Build and sustain an effective, engaged, and integrated team in a complex, geographically dispersed, and dynamic environment.

+ Support the program office and contracts organizations in the preparation of proposals, business plans, proposal work statements, specifications, operating budgets, and financial terms/conditions of the contract.

**Basic Qualifications:**

+ Bachelor's Degree and 8+ years’ or a Master’s Degree and 6+ years of program management, engineering, or other related experience.

+ Demonstrated experience in production management, supplier quality, and export licenses (both Commerce and ITAR).

+ Prior experience managing cost and schedule of a program or project.

+ Must be fluent in Arabic.

+ Ability to travel 30%.

+ US Citizenship required.

+ Ability to obtain and maintain a Secret Clearance after starting.

**Preferred Qualifications:**

+ Experience working in MENA countries.

+ Skilled at communicating to diverse audiences.

+ Experienced in negotiating with vendors to secure favorable pricing.

+ Cost Account Management experience.

+ Earned Value Management experience.

+ Active DOD Secret clearance.

Salary Range: $178,500.00 - $267,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
